Occasionally the Board of Directors also will take a position on a ballot measure. In compliance with state election law, no analyses are prepared on ballot measures that are not of official concern to the Health District.

The introduced version of the bill prohibits retailers from selling, advertising, displaying, or marketing flavored cigarettes, tobacco products, and nicotine products, and creates a grant program for communities disproportionately impacted by such products. The bill provides $10.0 million for a grant program to provide resources to communities disproportionately impacted by marketing, sale, and prevalence of tobacco and nicotine product use. The Board voted to Support HB22-1064 on March 8, 2022. However, changes to the bill in the House Committee on Health & Insurance Committee on 3/16/2022, in the form of amendments, have moved the Board to an Amend position.

HB22-1281: Behavioral Health-Care Continuum Gap Grant Program

The bill creates the Community Behavioral Health-Care Continuum Gap Grant Program to be administered by the Behavioral Health Administration (BHA) and appropriates $90.0 million from the Behavioral and Mental Health Cash Fund to the grant program. Of the money appropriated, the BHA must award $45.0 million for community investment grants and $45.0 million for children, youth, and family services grants. The Board voted to Amend HB22-1281.

The bill creates an actuarial review process for proposed legislation that modifies health benefit mandates. Reviews must provide estimates five and ten years from the effective date, or another time period if more actuarially feasible, including: Number of Colorado residents affected; Changes in utilization rates; Changes in consumer cost sharing; Changes to insurance premium costs; Changes to out-of-pocket healthcare costs; Potential long-term healthcare cost changes; Potential health benefits; Social and economic impacts The Board took a monitor position on SB22-040. SB22-147: Behavioral Health-Care Services for Children

The bill creates in the University of Colorado the Colorado pediatric psychiatry consultation and access program (CoPPCAP). The bill requires the general assembly to appropriate from the behavioral and mental health cash fund: $4.6 million to CoPPCAP; $5 million to the behavioral health care professional matching grant program to expand access to behavioral health-care services for children and families; $1.5 million to the school-based health center grant program.
