Analyses are based on bills or issues at the time of their consideration by the Board of  Directors. Bills may change during the course of a legislative session. Occasionally the Board of Directors also will take a position on a ballot measure. In compliance with state election law, no analyses are prepared on ballot measures that are not of official concern to the Health District.

Under current law, small group health plans are prohibited from disclosing a person’s mental health history, diagnosis, or treatment information without written consent. This bill repeals that prohibition and will allow the All Payers Claims Database to include a more complete picture of Colorado health claims. The bill changes the name of the Office Of Health Disparities in the Department Of Public Health And Environment to the Office Of Health Equity and adds duties to the office that include promoting health equity and including more diverse groups that may be affected by health equity and health disparity issues. S.153 (Federal) - Mental Health First Aid Act of 2013

The Mental Health First Aid Act creates the Mental Health First Aid Grant Program, with fund authorizations of $20 million in FY2014, which will provide training grants to states, state subdivisions, and non-profit entities to "initiate and sustain mental health first aid training programs." The goal is to increase access to these trainings for law enforcement, teachers, school administrators and other individuals who would benefit from training in identifying, understanding, and addressing crisis situations.
